RuleBurst Acquires U.S. Business Rules Technology Vendor Haley Systems

Thursday November 15 12:00 AM

Australian company RuleBurst(R) Limited, a leader in software solutions to prevent, detect and cure breaches in legislation, policy and business rules, today announced its acquisition of U.S.-based Haley Systems(R).

The acquisition merges two global leaders of natural language business rules management software (BRMS) and extends RuleBurst's existing position as the fastest growing rules vendor in the world.

Haley is a leading natural language BRMS company in the United States. Its software is used by Global 1000 finance, insurance and technology companies including Countrywide, BUPA, HealthMarkets and Cisco. In addition, Haley has strong global partnership agreements with organizations including Oracle, Adobe and Lagan.

RuleBurst is a leading natural language BRMS provider in Asia Pacific, the UK and Europe. The company's software is used by government, commercial and banking organizations including Her Majesty's Revenue and Customs (UK), the Australian Department of Defence, Air New Zealand and The Commonwealth Bank of Australia. RuleBurst has strong global partnerships with organizations including SAP, Microsoft and IBM.

The combination of RuleBurst and Haley will result in a truly global software company that can help organizations deal with rapidly changing legislation, policy and business rules; empowering business users, improving customer service and dramatically reducing the cost of traditional programming-based solutions.

According to a recent report on the business rules market by research firm IDC, the combined company will rank as the fourth largest BRMS vendor worldwide.

Stephen D. Hendrick, Group Vice President of Application Development and Deployment Research at IDC, commented, "The business rules management systems market is one of the faster growing markets in application development and deployment, with 2006 growth of 20.1 percent and expected annual growth near 18.5 percent through 2011.

"The acquisition of Haley Systems by RuleBurst will create the fourth largest company in worldwide BRMS market and give RuleBurst a material presence in North America," he added.

RuleBurst CEO Dominic O'Hanlon said, "Haley's Business Rules Suite complements our technology. Haley is a highly respected organization in the United States, with an exceptional product and brilliant team. Combining the RuleBurst and Haley businesses gives us critical mass in the largest BRMS market in the world and makes us the BRMS vendor of choice for business users.

"The combined company will have greater financial strength, a larger R&D team and an even stronger customer and partner community. This acquisition significantly advances our shared goals of expanding in the North American market, continuing our industry-leading pace of growth and taking a leadership role in the global BRMS market."

Haley President and CEO Hans Witt added, "In RuleBurst we found the ideal partner for taking our technology to the next level on a global basis. With our complementary approaches to rules technology and our shared vision of the essential role of business users, the combined company will emerge as a market leader. The success both companies have already achieved is indicative of the growing level of interest in business rules technology, especially for government and financial services."

Both the Haley and RuleBurst products will be maintained and enhanced so global customers can benefit from the best features of the two solutions. The company will continue its Pittsburgh operations as well as its other U.S. office in Arlington, VA. No personnel reductions are planned; in fact, the combined entity anticipates hiring additional U.S. staff in 2008 to accommodate its growth.
